The campaign has to go dark for a long weekend, a stock-out, or a site outage. The usual move is to pause it, then enable it on Monday. A week later Smart Bidding looks drunk, and the bid strategy status says Learning.
Google treats a reactivated strategy as a reason to learn again. For a short halt, an ad schedule stops delivery without flipping the campaign from Paused back to Enabled.
Use a schedule when the halt is hours or a few days. If you must pause, leave bids, budget, and conversions untouched, then wait out Learning on resume.
What actually retriggers Learning
Open Bid strategies under Tools and hover the Status column. Google's bid strategy statuses list Learning after a change. The hover reason that matches pause-and-enable is New strategy: the bid strategy was recently created or reactivated.
The other reasons stack on that same Friday. A setting change includes the bid target. A composition change includes adding or removing campaigns, ad groups, or keywords from the strategy.
Pause, slash the budget, and swap a conversion action together, and the model has three reasons to start over.
Shopping campaigns can also show Learning after an ad group target change. That extra hover reason sits on Google's learning period help, not only on Search.
Paused campaigns make a portfolio strategy Inactive. Pausing every ad or every keyword does the same.
Inactive is not Learning. Learning shows up when those campaigns, ads, or keywords come back and the strategy is treated as reactivated.
Calibration can take up to three weeks or one to two conversion cycles. High conversion volume can shorten that.
The learning period is not applicable to Manual CPC. That is a fact about statuses, not a reason to switch bidding just to hide the label.
Halt delivery without a pause when you can
Use the lightest control that stops ads from showing. A full pause is the heaviest, because enable is the reactivation path.
- Ad schedule: restrict hours or days, leave the campaign Enabled, restore the window later.
- Modest budget trim if spend is the problem, not a hard stop. Huge cuts count as setting changes.
- Full campaign pause only when ads must not serve, and you accept Learning on resume.
Google's ad scheduling help says campaigns default to All day. You set specific hours or days instead.
The campaign stays Enabled, so the strategy does not go Inactive for the paused-campaign reason. Ad schedule is not listed as a bid-strategy setting change. That is the difference from pause-and-enable.
A schedule is not a perfect spend freeze. Google still paces toward a monthly spend of 30.4 times the average daily budget, even if ads are off for part of the month. Use a schedule to keep the strategy alive, not to cut spend in proportion to dark hours.
Ad scheduling is not compatible with App campaigns. For those, a pause is often the only halt, and Learning on resume is the cost of that halt.
Do not switch to Manual CPC just to dodge Learning. That switch is itself a new strategy. You would halt Smart Bidding twice, once on the way out and once on the way back.
Do not pause every ad or every keyword as a softer pause. Google lists all ads or keywords paused as a reason the strategy is Inactive. Enable later is still a reactivation.
If you have to pause, resume cleanly
Pause the campaign. Leave the bid strategy, shared budget, conversion actions, and keyword set alone in the same sitting. Extra edits are what turn a two-day outage into a three-week rebuild.
If the campaign sits in a portfolio with others that stay live, those live campaigns keep feeding the strategy. Pause only the broken one. Pulling every campaign off the portfolio is a composition change.
When the site is healthy, enable the same campaign. Do not duplicate it into a fresh campaign to be safe. A new campaign is a new strategy, which is the longest Learning path.
Conversion data from previous campaigns can speed calibration. A clone still starts as new. Keep the original campaign, even if last week's numbers look ugly.
Hover the bid strategy status after enable. If it shows Learning because the strategy was reactivated, leave the targets alone. Google's next step on that status is to keep using the account as usual and not to judge performance until Learning ends.
Resist raising targets, adding keywords, or pausing again because Monday looked expensive. Key metrics can vary during calibration. A second pause to stop the bleeding restarts the same clock.
If the halt lasted weeks, expect a longer catch-up than a weekend. Auction prices and query mix moved while the campaign was dark.
Learning is that catch-up. There is no control that stores the old bids and pastes them back.
Google also notes that algorithms keep learning after the status no longer says Learning. Do not treat the label flipping to Active as a green light to rewrite the strategy the same afternoon.
What a pause will not save you from
A pause will not freeze rank. If impression share was already falling on a flat budget, that is a rank or cost problem, covered in why search impression share dropped while budget stayed flat.
A pause will not fix a conversion action that was already excluded from Conversions. That shows up as a misconfigured conversion setting, which is a different status from Learning. Fix tracking before you treat bidding as the issue.

I write from work I have done on real sites. Search products change, and a step that was right when I published can go stale. I can also be wrong about the method.
If you disagree with the approach, the facts, or the outcome, I want the detail. Tell me what is off, what you would do instead, and where you saw it. I use that to correct the post so the next reader is not stuck.
